1. Neighbouring transportation system managers strive to resolve disputes arising from or related to the interconnection agreement out of court and to establish a dispute resolution mechanism for disputes that could not be resolved out of court. Ensure that rules are established to facilitate a controllable, accurate, predictable and efficient gas flow through the connection point; 2. This regulation applies to connection points. With respect to the publication of the data, Article 13 applies to the relevant points covered in paragraph 3.2 of Schedule I of regulation (EC) No. 715/2009. In addition to interconnection points, section 17 applies to other points in the transmission system where gas quality is measured. Section 18 applies to transmission systems. This regulation may also apply to destination and exit points in third countries, subject to the decision of national authorities. “lower rule” means that, for different processed quantities on either side of an interconnection point, the confirmed quantity corresponds to the lowest amount of the two processed quantities. Prior to the conclusion or modification of an interconnection agreement containing the rules under Article 3, points (c), (d) and e), transportation system managers invite network users to vote on the proposed text at least two months before the agreement is concluded or amended. Transportation system managers take into account the comments made by network users when concluding or amending their interconnection agreement. The transmission system manager referred to in paragraph 1, point c), is responsible for managing the flow of gas over the interconnection point, provided that all neighbouring transmission system managers meet contractual pressure obligations: 1. With respect to the allocation of gas quantities, adjacent transmission system managers establish rules that ensure consistency between the quantities allocated on either side of the link. The transmission of confirmed amounts of gas to network users and the planning of the gas flow through the interconnection point by neighbouring transmission system managers within two hours of the start of the designation or re-enrollment cycle. These successive steps apply without prejudice to the rule of minimum interruption periods under Article 22 of Regulation (EU) No. 984/2013 and paragraph 2, point d), of this article. 2.
Unless otherwise agreed in the interconnection agreement, transportation system managers use an operational accounting account. The transportation network manager who controls the measurement technique recalculates the operating compensation account with validated quantities and communicates it to the nearby transmission network manager (s). Ensure that rules are established to control the flow of gas through the point of connection and to minimize deviations from the flow process according to the matching process; 1. Where the transport network managers concerned cannot avoid restricting cross-border trade due to different olfactory practices and if they are recognised by national authorities, the authorities may require the transport network managers concerned to reach an agreement within six months, which may include swap and flow commitments, in order to resolve the recognised restriction.
